Amb anterioritat, el President John F.Kennedy, havia visitat Puerto Rico, Veneçuela i Colòmbia, seguint una política de bon veïnatge i de progrés mutu.

Tenim esperança d’assolir un hemisferi en què tots els homes, des del negre americà fins a l’indi de la plana, pugui alliberar-se dels llaços de la injustícia social, lliures de seguir el camí que ells mateixos escullin, lliures per participar en els fruits del progrés”
